Course Description
SPM3104 introduces the planning, design, operation and evaluation of sport
facilities. The statewide description sets the scope precisely: "elements of planning, design,
and management, while examining functions related to maintenance, security, operations, and
evaluation", taught through class discussion, guest speakers and — the description's own
qualification — facility site visits "as feasible."
It is an upper-division course (SCNS marks it (U)) in the sport management
major, and it is where a student stops studying sport as a business in the abstract and starts
studying the building: how many square feet of concourse per thousand spectators, how long it takes
to clear a bowl, who holds the keys to the electrical room, what the fire marshal will accept, and
what happens to the schedule when the field floods.
It is carried by three Florida public institutions — Eastern Florida State
College, the University of North Florida and the University of West Florida — a small enough number
that the guide hedges throughout and treats your own syllabus as authoritative on emphasis.
⚠ The statewide title promises event management. Read the next paragraph before you rely on it.
The statewide title is Sport Facility and Event Management. But the
statewide description under that title never mentions events at all — it
describes planning, design, maintenance, security, operations and evaluation of facilities.
And the institutions agree with the description rather than the title:
- Eastern Florida State College calls it Sports Facilities
Management — no events.
- UWF calls it Sport Facility Planning and Management —
no events.
- UNF calls it Sport & Entertainment Facility
Management — "entertainment" describes the kind of venue, not the discipline of
running an event.
Nor is event management housed somewhere else. Florida's course numbering system
does carry a separate upper-division number for it — SPM4109, Sport Event
Management — and no Florida public institution offers that number at
all. The same is true of SPM4140 (esports event management and production).
⚠⚠ The practical consequence: event management is the least reliably covered part of the
subject your degree title implies you studied — and event operations is where a large share
of sport management graduates actually begin work, because game-day and tournament staffing is the
entry point into the industry. Ask your instructor in week one how much of the term is event
operations as opposed to building systems, and if the answer is "very little," treat that as
a gap to close through an internship, a game-day job, or a volunteer role with a local organising
committee rather than something your transcript will cover for you.
Where it sits in the curriculum
SPM3104 normally follows the introductory course in the major (SPM3004
Introduction to Sport Management, carried by EFSC, FGCU and UWF, or the equivalent
introductory number your institution uses). It pairs naturally with sport finance
(SPM4505) and sport law (SPM4723), because a facility decision is always
simultaneously a capital decision and a liability decision.
⚠ There is a lower-division twin. SPM2105 carries
the identical statewide title at the lower division and is offered at Miami Dade College and
Tallahassee State College. The two numbers are not equivalent under SCNS —
equivalency does not cross numbers — so a student who takes SPM2105 at a state college
and transfers into a bachelor's programme that requires SPM3104 should expect the
question to be asked, and should keep the syllabus. This is the standard Florida
sophomore/junior pairing pattern, and it usually resolves in the student's favour if the
evidence is available.

These follow directly from the statewide description and should appear in some form at all three
institutions.
- Describe the major categories of sport and public assembly facility —
stadium, arena, ballpark, natatorium, recreation centre, fitness club, multi-use complex — and
identify the operational demands that distinguish them.
- Explain the facility planning process: needs
assessment, feasibility study, site selection, financing structure, programming, and the sequence
by which a concept becomes a building.
- Read and interpret basic facility design
documentation, and explain how design decisions — concourse width, vertical circulation, seating
bowl geometry, sightlines, loading dock placement, back-of-house routing — determine operating cost
and crowd experience for the life of the building.
- Develop an operations plan covering
maintenance (preventive and corrective), custodial and turf or playing-surface
care, energy management, and the capital replacement cycle.
- Apply the principles of crowd management: ingress and
egress, queuing, screening, alcohol service and its liability, ejection procedure, and
communication with spectators.
- Construct an emergency action plan and explain the
incident command structure that governs a venue emergency.
- Explain the facility's obligations under the Americans with
Disabilities Act — accessible seating and companion seating, dispersal, sightlines over
standing spectators, accessible routes, and effective communication.
- Evaluate facility performance against defined measures: utilisation
rate, cost per event, revenue per available seat, energy use intensity, incident rate and
spectator satisfaction.
Optional Outcomes
Genuinely variable across the three carriers — these depend on the instructor's background and on
whether the course is taught close to a major venue.
- Prepare an event operations plan: load-in and load-out schedule,
staffing matrix, credentialing, and the run of show.
- Analyse facility financing instruments in detail — general obligation
and revenue bonds, tourist development tax, naming rights, personal seat licences.
- Negotiate or critique the major facility contracts: the
lease with an anchor tenant, concessions, and the private management agreement
with a firm such as ASM Global or Oak View Group.
- Evaluate sustainability and certification programmes (LEED, waste
diversion, water reuse) for a venue.
- Assess facility technology: ticketing and access control, distributed
antenna systems and Wi-Fi density, video boards, and cashless concessions.
- Conduct a site visit and produce a professional facility audit —
the highest-value assignment in the course where the site visit is "feasible."

paid hourly and trained briefly.
- Evaluation — the measures above, post-event debriefs,
and after-action reports.

Florida-Specific Content
Florida is an unusually good and an unusually demanding place to study this subject, and the
following belongs in any Florida version of the course.
Weather is an operational problem here, not a footnote
- Lightning. Florida has the highest density of cloud-to-ground lightning
strikes of any state in the United States, and lightning is the single most common cause of
weather-related suspension at outdoor Florida venues. Venues operate on a published distance and
time rule — commonly clearing when strikes are detected within a set radius and resuming only
after a fixed interval with no further detection. Know your venue's rule, the person
authorised to call it, and the designated safe shelters and their capacity.
- Hurricanes and tropical storms. Florida venues carry
hurricane plans with defined trigger points tied to National Hurricane Center advisories:
securing loose equipment, striking temporary structures and signage, protecting playing surfaces,
postponement and rescheduling, and in some cases serving as a shelter or a staging area for
recovery operations. A Florida facility manager will use this plan.
- Heat. Extended high heat index affects spectators, event staff and athletes.
Expect content on hydration stations, cooling areas, staff rotation, recognition of heat illness,
and the scheduling of outdoor events around the worst hours.
- Wind load and the Florida Building Code. Florida's code imposes among the most
demanding wind-load requirements in the country, and it governs temporary structures — stages,
tents, scaffolding, video towers — as well as permanent ones.
The venues and the employers
Florida has an exceptional density of public assembly facilities for a state its size, which is
why facility management is a genuine career here rather than a theoretical one:
- Major professional venues — Raymond James Stadium and Amalie Arena (Tampa),
Hard Rock Stadium and loanDepot Park and Kaseya Center (Miami), Camping World Stadium and the Kia
Center (Orlando), EverBank Stadium and the Baseball Grounds (Jacksonville), Amerant Bank Arena
(Sunrise), Chase Stadium (Fort Lauderdale).
- Motorsport — Daytona International Speedway and Homestead-Miami Speedway,
which are among the most operationally complex venues in American sport: multi-day events, infield
camping, enormous parking operations and a spectator population that arrives days early.
- Spring training. The Grapefruit League is a genuinely
Florida-specific facility sector — roughly half of Major League Baseball trains in Florida each
spring, in publicly financed complexes that must also earn their keep for the other ten months
through minor league baseball, youth tournaments and community use. These complexes are a
realistic first job and are frequently overlooked by students focused on the major
leagues.
- College athletics — the on-campus stadiums and arenas of the state
universities, each a substantial operation with its own staff.
- Youth and amateur sport tourism — Florida has invested heavily in this sector
(large multi-field complexes built explicitly to attract out-of-state tournament travel), and it
is one of the largest sources of facility and event employment in the state.
- Convention centres and theme-park venues, where the operational skill set
transfers directly.
- Private facility management firms — ASM Global and Oak View Group operate many
Florida venues under management agreements, and they hire at entry level.

student membership is inexpensive, and its Venue Management School is the recognised credential

best-practice guides for intercollegiate and professional venue security that are free and
directly usable in coursework.
- NFPA 101 Life Safety Code — the occupancy, egress and assembly
provisions are what a fire marshal enforces; you do not need to memorise it, but you should know it
governs.
- 2010 ADA Standards for Accessible Design — Section 221 (assembly areas) is the
part that applies to seating, and it is short enough to read.
- Florida Building Code — for wind load and temporary structures.
- Trade press: Athletic Business, Venues Now, SportsTravel.
- Computerised maintenance management systems (CMMS) and event-booking platforms such as
Momentus (formerly Ungerboeck) — worth knowing by name in an interview.
Career Pathways
Facility and event operations is the most reliable entry point into the sport industry, because
the work is continuous, local and chronically short-staffed.
- Facility or venue operations coordinator / manager (SOC 11-9199, 11-1021) —
the direct target of this course.
- Event manager / event operations coordinator (SOC 13-1121, meeting,
convention and event planners).
- Guest services manager and crowd management supervisor.
- Security manager (SOC 11-9199) — usually requires additional credentials, and
frequently drawn from law enforcement.
- Grounds and turf manager (SOC 37-1012) — a specialised and well-paid route
with its own certification; Florida's climate makes it a year-round profession.
- Booking and event services manager, box office manager.
- Campus recreation facility manager (SOC 11-9199) — a distinct sector with its
own professional body (NIRSA) and generally better hours than professional sport.
- Tournament / sport tourism coordinator — frequently attached to a county
sports commission or a convention and visitors bureau.
⚠ An honest word about the industry. Entry-level sport facility work pays less
than comparable work outside sport, the hours are nights, weekends and holidays, and the first job is
very often part-time or seasonal. The students who advance are the ones who took game-day jobs during
the degree and have a named supervisor willing to vouch for them. The course cannot
substitute for that, and the single most useful thing you can do while enrolled is work events.

Course-code variation across Florida
⚠⚠ The SPM prefix is unusually fragmented, and this matters for transfer. Of the
189 distinct SPM course identifiers carried by Florida public institutions,
145 — roughly three-quarters — are offered by exactly one institution. No SPM number
is carried by more than six. The state's active SPM list contains at least four numbers in the
facility and event family alone:

What to do about it: if you are transferring, do not assume a facility management
course maps by title. Send the syllabus — not the transcript line — to the receiving
department, and ask for the evaluation in writing before you enrol elsewhere. SCNS guarantees transfer
to an institution offering the same course; where the receiving institution does not carry
the number, the guarantee does not do the work you need it to do.
Credits and contact hours
All three Florida public carriers offer this course at 3 semester credits — there
is no credit divergence on this number, which is a useful thing to be able to say. No Florida
institution publishes a contact-hour figure for it. The 45 contact hours stated in this guide is the
Florida convention for a 3-credit lecture course (three hours a week across a fifteen-week term) and
is derived rather than published.
⚠ Note that scheduled hours describe this course poorly if it includes site visits. A facility
tour is a half-day once travel is counted, and a facility audit assignment is a substantial piece of
fieldwork. Read the schedule for site visit dates before you commit to a work shift.
Dual enrolment and high school credit
SCNS marks every active SPM number as available for dual enrolment with elective
high school credit. ⚠ That marking is uniform across all 184 active SPM numbers, so it
carries no information about this course specifically — it is a prefix-level default rather
than a judgement about SPM3104. As an upper-division course with a major-level assumed background,
it is in practice an unusual dual-enrolment choice, and any actual award is governed by your
district's articulation agreement.
Transferability
SCNS records the standard guarantee: guaranteed transfer to an institution offering the same
course. Because only three public institutions carry this number, that guarantee is narrower in
practice than it sounds — see the course-code variation note above.
Prerequisites narrative
The statewide record lists no prerequisite, and neither a corequisite. In
practice institutions expect the introductory course in the major and upper-division standing, and
some restrict enrolment to sport management majors — a restriction that is invisible until
registration fails. Check your own catalog and, if you are not a major, ask the department before you
build a schedule around the course.
Course format
Lecture and discussion, with guest speakers from industry and site visits where geography allows.
⚠ The statewide description's phrase "as feasible" is doing real work: an institution
without a major venue nearby may run the course entirely in the classroom. If site visits matter to
you — and they should, because a facility tour led by the person who runs the building is the best
hour in the course — ask before you register.
Position in the curriculum
Upper division, normally the second or third course in the sport management major, after the
introduction and usually alongside or before sport finance, sport law and sport marketing. It gates
little formally but supplies the vocabulary that an internship supervisor will expect you to have.
AI Integration
AI tools are genuinely present in venue operations, and the useful thing this course can teach is
where they help and where they are dangerous.
Where they are already in use: demand forecasting and dynamic ticket pricing;
computer-vision queue and crowd-density monitoring; predictive maintenance from building
management system sensor data; staff scheduling optimisation; energy management; and chat-based
guest services.
Where they fail, and why it matters here more than in most courses:
- ⚠⚠ A generative model will produce a confident, plausible, and unverified emergency
action plan. This is the failure mode that matters most in this subject. An EAP is not a
document that needs to read well; it is a document that has to match your building's exits,
your shelter capacity, your radio channels and your local fire and police
command structure, and it must be exercised with the people who will execute it. A model has none of
that information and will not tell you it is missing. Use a model to draft structure and a
checklist; never to supply content.
- Code and standards citations are frequently wrong. Models hallucinate section
numbers in NFPA 101, the ADA standards and the Florida Building Code with complete fluency. Verify
every citation against the source document — and note that a wrong ADA seating figure is not an
academic error, it is a civil rights violation and a lawsuit.
- Crowd-management advice is drawn from the wrong events. Training text skews
toward large famous venues and famous incidents; most facility work happens in a 4,000-seat arena
with fourteen event staff.
- ⚠ Computer-vision crowd analytics raise real bias and privacy questions —
facial recognition performs unequally across demographic groups, and its use in venues has drawn
legal and legislative attention. A facility manager should be able to ask a vendor how the system
was evaluated and on whom.
Academic integrity and professional responsibility. Follow your institution's
policy on AI use, and disclose it where required. The professional point is the more durable one:
in facility management you sign your name to the plan, and "the software generated it" is not
a defence available to you after an incident. Verify everything you put your name to.
