Course Description
Sanitation and Safety examines the causes and prevention of food spoilage and foodborne illness. Students concentrate on proper food handling technique, personal hygiene standards, and food service safety protocols — the body of knowledge that keeps a commercial kitchen from making people ill.
Within the SCNS taxonomy, FOS is the Food Service prefix. Daytona State publishes this at 3 credits, offered fall, spring, and summer, giving approximately 45 contact hours.
This is the course that every culinary programme puts first, and the reason is regulatory as much as pedagogical: Florida requires food service establishments to have certified food protection managers, and most programmes deliver the certification examination inside this course. A student who finishes with a manager certification in hand is employable in a way that a student who merely passed the course is not.

Special Information
⚠ Florida requires certified food protection managers — get the certification, not just the grade
The most consequential practical content in the course, and the reason to take it seriously in the first term rather than the last.
Florida law requires public food service establishments to have certified food protection managers, with the requirement administered by the Department of Business and Professional Regulation, Division of Hotels and Restaurants under Chapter 509, Florida Statutes and the accompanying administrative rules. The certification comes from a nationally accredited programme — ServSafe is the most widely held, with other ANSI-accredited options available — and it is held by the individual, not the establishment.
What follows practically:
- The certification travels with you to any employer and any state that accepts an accredited programme. Very few college courses produce a portable credential this directly.
- It has a defined validity period and must be renewed, so note the expiry date when you receive it.
- Food handler training is a separate, lower-level requirement from manager certification. Florida requires food employees to receive training as well, and the two are not interchangeable — the manager certification is the one that carries weight.
- Ask whether your course includes the examination. Many programmes bundle it; where a programme does not, taking it separately is inexpensive relative to what it does for a résumé.
- Inspection results are public. Florida publishes restaurant inspection reports online, which means sanitation failures are visible to customers and to prospective employers alike.
Rule 11 applies — Florida's food service requirements, accepted certification programmes, and renewal intervals are amended. Verify current requirements with DBPR rather than relying on this or any other guide.
⚠ Time and temperature control is the single mechanism behind most of this course
The organizing principle, and understanding it makes the rest memorization-free.
Most foodborne illness comes from bacteria multiplying in food that spent too long at a hospitable temperature. Nearly every rule in this course is a control on that one mechanism:
- The temperature danger zone is the range in which pathogens grow readily. Cold holding and hot holding exist to keep food out of it, and the specific numeric limits are set by the Food Code and adopted into Florida rule.
- Cooling is the step that fails most often. A large volume of hot food cools slowly through the danger zone, which is why the Food Code specifies a two-stage cooling requirement and why shallow pans, ice baths, and portioning are standard practice. A stockpot left on a counter to cool overnight is the classic outbreak cause.
- Cooking temperatures differ by food because the target organisms differ — poultry, ground meat, whole cuts, and reheated foods each have their own required internal temperature.
- Reheating for hot holding has its own requirement, distinct from cooking, and it is stricter than most people expect.
- Thawing has four acceptable methods, and the counter is not one of them.
- Measure, do not estimate. A calibrated thermometer used in the thickest part is the only evidence that any of this happened, and "it looks done" is not a control.
The professional habit worth building now: write temperatures down. Temperature logs are what an inspector asks for, what a HACCP plan requires, and what protects an operation when a complaint arrives.
⚠ Allergens can kill faster than pathogens, and the control is different
Worth separating clearly, because students frequently file allergens under general cleanliness and the two problems have different solutions.
An allergic reaction can be fatal within minutes, and there is no safe dose. Unlike bacterial contamination, an allergen is not destroyed by cooking — heating a peanut does not make it safe for someone allergic to peanuts. That single fact changes the entire control strategy from kill it to keep it separate.
What that requires:
- Know the major allergens. US labelling law identifies a defined set — including milk, eggs, fish, crustacean shellfish, tree nuts, peanuts, wheat, soybeans, and sesame — and these account for the great majority of serious reactions.
- Cross-contact is the mechanism: shared fryer oil, a wiped-not-washed cutting board, the same tongs, flour dust in the air, a garnish added at the pass. Each is invisible and each is sufficient.
- The correct response to an allergy request is a clean process — clean hands, clean gloves, clean equipment, clean surface, ingredients verified — not picking an ingredient off a finished plate.
- Communication is a control. The server must convey the allergy accurately, the kitchen must acknowledge it, and someone must verify the ingredients in every component including sauces, marinades, and garnishes.
- Never guess about an ingredient. If you cannot confirm what is in a product, say so — an honest "I cannot guarantee that" is a professional answer and a false reassurance is not.
Note also the gluten distinction: coeliac disease is not an allergy but requires the same rigour of separation, and "gluten-free" claims carry a regulatory definition.
⚠ Norovirus, sick employees, and the rule people break
Singled out because it is the most common cause of foodborne outbreaks in restaurants and because the control is behavioural rather than technical.
Norovirus is extremely contagious, requires only a tiny infectious dose, survives on surfaces, and is not killed by ordinary hand sanitizer. It spreads readily from an infected food handler to food to customers, and it is the leading cause of restaurant-associated outbreaks.
The controls, in order of importance:
- Ill employees must not work with food. Vomiting and diarrhoea are exclusion conditions, and there is a required interval after symptoms stop before returning. This is a legal requirement, not a courtesy.
- Reporting obligations exist for specified illnesses, and management must act on a report.
- Proper handwashing with soap and warm water — not sanitizer — is the effective control. Alcohol-based sanitizers are poor against norovirus, which is why the hand sink and not the gel dispenser is the required equipment.
- No bare-hand contact with ready-to-eat food.
- Vomit and diarrhoeal event clean-up requires a specific procedure and a chlorine-based sanitizer at a higher concentration than routine sanitizing. Establishments are expected to have a written plan and the supplies.
The honest workplace observation: the pressure to work while sick is the real obstacle — hourly staff without paid sick leave lose income by staying home, and managers short-staffed on a Friday are tempted to let it slide. Knowing that is part of understanding why outbreaks happen, and a manager who builds coverage so people can stay home is preventing them.
⚠ Kitchen safety: the injuries that actually happen
The other half of the course title, and it is genuinely dangerous work.
- Cuts — a sharp knife is safer than a dull one because it does not slip; cut on a stable board with a damp towel underneath; never try to catch a falling knife; carry a knife point-down at your side; and never leave a knife in a sink of water.
- Burns and scalds are the most common kitchen injury — dry towels only, because a wet towel conducts heat; announce "behind" and "hot"; open lids away from you; and treat steam as more dangerous than the liquid.
- Hot oil and fryers — water and hot oil react violently, and a grease fire is never extinguished with water. Class K extinguishers and the hood suppression system exist for exactly this, and knowing where both are is a first-day responsibility.
- Slips and falls — the most common cause of lost-time injury; clean spills immediately, use mats, and wear proper non-slip footwear.
- Chemicals — never mix cleaning products, particularly chlorine bleach with ammonia or acid, which produces toxic gas; store chemicals away from food; and read the Safety Data Sheet.
- Lifting and repetitive strain — real over a career, and worth building good habits about early.
How Florida course levels affect transfer
The first digit of an SCNS number denotes the year of offering, not transferability. Courses at the 1000 and 2000 levels transfer transparently between Florida public institutions, and 3000 to 4000 is unproblematic since both are upper division. The boundary that actually matters is 2000 to 3000, where lower-division credit generally cannot satisfy an upper-division requirement.
FOS1201 is a lecture course, 3 credits and approximately 45 contact hours, typically assessed by examination with the certification exam as a major component. It transfers on the ordinary lower-division basis, but note that culinary and food service A.S. degrees are applied and do not carry the A.A.'s guaranteed junior-status transfer. The more important point for most students is that the certification is the durable output, and it is valid regardless of what happens to the credit.
