Course Description
EEX4254 Teaching Students with Mild to Moderate Disabilities is the methods course on instructional strategies for students with exceptionalities — how to teach grade-level content to students who need it delivered differently.
The course is offered at a small number of Florida institutions, including Florida Gulf Coast University, the University of North Florida and the University of West Florida.
The University of West Florida titles it Instructional Strategies for Teaching Students with Exceptionalities, places it in the School of Education, Department of Teaching, Leadership and Research at 3 semester hours, requires EEX 3070, and describes a course delivered "through lecture, discussion, and projects" that "provides an introduction to a comprehensive knowledge base pertinent to the nature and needs of students with exceptional needs."
Florida Gulf Coast University uses the statewide title and is more specific about method: it "focuses on instructional strategies, accommodations, and modifications that support students with exceptionalities in general education classrooms," emphasising "planning and implementation practices that promote access to grade-level content and support progress."
⚠ FGCU's framing names the setting explicitly — the general education classroom — and that is the assumption the whole course rests on. The great majority of students with disabilities in Florida are educated in general education settings for most or all of the school day, which means this is not a course for future special educators only. It is a course for anyone who will teach.
What "mild to moderate" covers, and why the category is broader than students expect. The statewide title names the population: specific learning disabilities (by a wide margin the largest category), ADHD, emotional and behavioural disorders, mild intellectual disabilities, speech and language impairments, and students on the autism spectrum who are working toward grade-level standards. ⚠ These students are in every classroom — a general education teacher in Florida will have several, every year, for their entire career.
The organising legal and conceptual framework is that these students are entitled to the general curriculum. ⚠ Under IDEA, the presumption is the least restrictive environment, and the individualised education program specifies not a different curriculum but the supports required to access the same one. That distinction — access rather than substitution — is the course's central idea, and it is what separates accommodation from modification.
- ⚠ An accommodation changes HOW a student accesses content or demonstrates learning — extended time, text-to-speech, a scribe, preferential seating — without changing what is being learned or the standard being met.
- ⚠ A modification changes WHAT is being learned or the standard applied — fewer items, reduced complexity, a different expectation.
- The distinction has real consequences for standardised assessment eligibility, for diploma options, and for postsecondary transition — and teachers get it wrong constantly. Getting it right is one of the most practically valuable things in the course.
The instructional core is explicit, systematic teaching. ⚠ The evidence base here is unusually strong and unusually consistent: for students with learning disabilities, explicit instruction — clear modelling, guided practice with feedback, independent practice, cumulative review — outperforms discovery-oriented approaches, and the effect sizes are among the largest in education research. Strategy instruction, teaching students the cognitive routines that skilled learners use implicitly, is the other pillar.
Universal Design for Learning reframes the problem: rather than retrofitting accommodations onto a lesson designed for an imagined average student, design from the outset with multiple means of engagement, representation and expression. Multi-Tiered Systems of Support and data-based decision-making — progress monitoring, and changing instruction when the data says it is not working — complete the framework.
⚠ Collaboration is a named skill, not a soft one. Co-teaching models, working with paraprofessionals, communicating with families, and participating in IEP teams. Much of a special educator's effectiveness is exercised through other adults, and the course treats that as teachable.
⚠ Florida context matters here. Florida's exceptional student education framework operates under State Board of Education Rule Chapter 6A-6, the state uses B.E.S.T. standards, and Florida certification requires an ESE endorsement or certification route plus — separately — ESOL coverage, since a substantial share of students with disabilities are also English language learners.

- ⚠ A caution worth stating in this field specifically. Special education attracts a large volume of commercially marketed programmes and popular theories with weak or absent evidence — learning styles matching, coloured overlays, and several sensory-based interventions are the standard examples, and all have been examined and not supported. ⚠ Florida certification — plan this early
- Florida ESE certification is available through a state-approved educator preparation programme, and the Exceptional Student Education K–12 certification is the standard route.
- ⚠ Required examinations: the Florida Teacher Certification Examinations — General Knowledge, the Professional Education Test, and the ESE K–12 subject area examination. Take the General Knowledge test early; programmes commonly require it for admission or for internship placement, and it delays students every year.
- ⚠⚠ ESOL is separate and is required. Florida requires ESOL coverage for many teaching positions, and it is normally earned through coursework embedded in the preparation programme. Confirm your programme covers it — acquiring it afterwards is considerably more work.
- Reading endorsement requirements also apply in many Florida roles. ⚠ Check the current requirements with your programme and with FLDOE rather than relying on any secondary source, including this one — certification rules change.

The number is EEX4254 at all three institutions and the credit articulates cleanly. ⚠ But note that in Florida usage "exceptional student education" formally includes gifted students, so UWF's broader title may cover material the mild-to-moderate framing does not. Check the syllabus if you need the gifted content, and note that FGCU's explicit naming of the general education classroom signals a stronger inclusion emphasis.

⚠ This course is normally paired with EEX4474, and that number does NOT hold the same subject across institutions. UWF's EEX4474 is curricula for students with severe disabilities; FGCU's is about assessment of infants and young children. Prerequisites and position in the curriculum
UWF requires EEX3070 — the introductory exceptional student education course, which supplies the disability categories, the legal framework and the foundational concepts this course builds on.
⚠ Genuine content, not a gate. This is a methods course; it assumes you already know what an IEP is and what IDEA requires, and starts from there.
⚠ The larger structural point: this course sits inside a teacher preparation programme, and admission to that programme is a separate gate. Florida education programmes typically require a minimum GPA, the General Knowledge examination, and background screening before you can enrol in upper-division education courses or enter a school. Check those requirements in your first year, not your third — they are the most common cause of delayed graduation in education degrees.
⚠ Field experience is normally attached. Expect scheduled hours in a school, which means daytime availability and completed background screening. Plan employment around it.
Course format and workload
3 credits, 45 contact hours — UWF's description names lecture, discussion and projects.
Expect 6–9 hours per week outside class, plus any field hours. Assessment typically includes lesson and unit plans with embedded accommodations, case studies, examinations, and frequently a portfolio artefact aligned to certification or accreditation standards.
⚠ Keep everything you produce. Education programmes are accredited against standards, and lesson plans, case analyses and reflections are frequently required as portfolio evidence later. Students who discard coursework routinely have to reconstruct it.
⚠ The lesson planning assignments are graded on specificity. "Provide accommodations as needed" is not a plan. The expected work names the student's need, the specific support, how it is implemented, and how you will know whether it worked.
⚠ Language, and why it is treated as a professional matter
This course discusses disability, and how it is discussed is itself professional practice:
- Person-first language ("a student with autism") is the default in education and in IDEA's own text. ⚠ Identity-first language ("an autistic student") is preferred by many self-advocates, particularly in the autism and Deaf communities. Both are current, the field is genuinely divided, and the respectful default is to follow the individual's own preference where known.
- Outdated clinical terms are no longer used, and several are now offensive; the course will say which.
- ⚠ Students with disabilities and students with family members who have disabilities are present in every section — including students who were themselves in special education. Nobody is required to disclose, and discussion should not require it.
- ⚠ Deficit framing is the habit the course works against. The professional frame is what a student needs to access the curriculum, not what they cannot do.
Articulation and transfer
EEX4254 is a 4000-level upper-division course, not generally offered at Florida College System institutions, and taken after transfer. The number is used consistently at the three institutions carrying it, so SCNS articulation is clean.
⚠⚠ But articulation is the smaller half of the transfer question in education, and this is the point that matters most: teacher preparation programmes are state-approved and accredited, and they must document that their graduates meet defined competencies. A receiving programme may therefore require its own version of a methods course regardless of transferred credit, in order to evidence the competency for its own approval. Ask the college of education directly, and ask early.

AI Integration
⚠ AI is relevant to this course in an unusually direct way, because assistive and accessibility technology is one of the areas where it has produced genuine, uncontroversial benefit.
Where it genuinely helps students with disabilities — and this belongs in the course as content:
- Text-to-speech and speech-to-text have improved substantially and are now standard accommodations. ⚠ A student with dyslexia who can listen to grade-level text can engage with grade-level content — which is precisely the access-not-substitution principle the course teaches.
- Real-time captioning and transcription for students who are deaf or hard of hearing.
- Reading support — simplification, summarising and definition on demand, which reduces the gap between decoding ability and comprehension capacity.
- Writing support — organisation, drafting and revision assistance for students with written expression difficulties.
- Communication support — AAC devices with predictive language.
- Teacher workload — differentiating materials to multiple reading levels, and drafting routine documentation. ⚠ Special educators carry substantial paperwork burdens, and this is a real use.
⚠⚠ The genuinely hard question the course should raise: when does a tool provide access, and when does it replace the learning? Text-to-speech for a science article is access — the objective is the science. Text-to-speech during a decoding lesson removes the thing being taught. The answer depends entirely on the instructional objective, which is exactly the accommodation-versus-modification analysis, arriving in a new form. It is a good discussion and it does not have a general answer.
⚠ Two cautions specific to this field:
- Never enter student information into an AI service. ⚠ Student records are protected under FERPA, and IEP content is confidential. Drafting an IEP goal by pasting in a real student's data is a disclosure, and it is a habit to avoid forming in coursework — where you should use fictional or fully de-identified cases.
- AI-drafted IEP content requires professional review, not adoption. An IEP is a legal document, goals must be measurable and individualised, and generic goals are a documented compliance problem that predates these tools and that they make easier to produce at scale.
Using AI for your own coursework. Models are useful for explaining a legal provision, for generating practice scenarios, and for drafting a first version of a lesson plan you then correct. ⚠ Where they fail: they produce plausible but evidence-free strategies, and they will happily recommend approaches — learning styles matching being the standard example — that the research does not support. Academic integrity. Read the syllabus. ⚠ The professional stake is direct: Florida educators are subject to the Principles of Professional Conduct, which is enforceable against certification, and academic integrity findings are reportable in certification and background review. The practical argument is stronger still — you will be planning instruction for real children under time pressure, and the capacity to do it well is built by doing it now.
